Photo Viewing experience

I know I have discussed this with others and can't believe it isn't a topic here.  When we go to look at an individual photo on our phone (whether i phone app or website) if you try to blow it up to look at a detail the experience is very glitchy. Not at all seamless like in Google or Apple photos.  Sometimes there is no issue but more than not you can't get to the piece of the photo you want to,  Of course I can't replicate it today to give  you more detail on what happens...it is really inconsistent - but of course it seems to show up when I am with a client....
